As part of Council’s financial reporting improvement initiative, management has developed a Budgetary Framework Policy. This policy outlines key budget documents and clearly defines roles and responsibilities. Circumstances in recent years have not allowed a normal budget preparation process and this year provides an opportunity to correct this.
In addition to this policy, management has engaged BDO Consulting to review Council’s current budgeting process and identify areas for improvement. Based on BDO's recommendations, management is developing internal procedures for annual budgeting and quarterly budget reviews (referred to in the policy as budgetary framework procedure).
Management presented the draft Budgetary Framework Policy to the Finance Advisory Committee in their meeting held on 1 August 2024. The policy was reviewed and endorsed by the committee.
