Filming

Each application is assessed on merit and the likely impact on residents and our local environment.

Our standard conditions are:

• Application must be lodged at least 7 days prior to filming.
• A copy of a current Public Liability Insurance Certificate of Currency (minimum indemnity of $20 million) is supplied, indemnifying Council against and from any liability and loss, which the Council may suffer from any accidents or other damages to the property or bodily injury, including death, caused by the negligence of any of its employees on or about the property.
• An administration fee of $50 may apply, should you not proceed with your application.
• No trees, shrubs or other vegetation may be removed, lopped or damaged.
• All operations must be confined between sunrise and sunset, unless special permission is granted.
• Noise generating activities are restricted between 7am and 6pm.
• Firearms, explosives, and the lighting of fires is prohibited.
• No animals or vehicles are allowed on the beach.
• Applicants must make every reasonable effort to accommodate requirements of the public, residents and business proprietors affected by the production.
• Production must not restrict access to private land.
• Vehicles to be restricted to defined parking areas and/or access roads.
• The production company and its representatives must ensure that all other non-essential production and crew vehicles are legally parked at all times. These vehicles may not, under any circumstances, be parked for extended times in residential areas.
• The applicant must ensure all rubbish is removed and the location is left clean and tidy to Council's satisfaction upon the completion of filming. You'll be required to reimburse Council the full cost of any cleaning.
• Applicants must abide by all relevant statutes and standards, such as film industry procedures for safety and hazard management.

Conditions may be altered subject to negotiation with Council.

Beaches and headlands

Our area offers ocean beaches with urban or rural backdrops, and grassy headlands.

Many beaches and headlands have easy vehicle access, however, Council does restrict vehicles and animals on beaches.

Bombo Headland Quarry

An isolated and secure non-working quarry with spectacular rock walls and columns adjoining the ocean.

To film in Council's Section A you need to:

• request and obtain permission to access the Sydney Water's Section B by emailing propertyaccess@sydneywater.com.au
• provide your Sydney Water Permit along with all other application forms and documents outlined in our Apply to film steps.

To film at Sydney Water's Section B you only need to request and obtain permission from Sydney Water.

Kiama Harbour

A small harbour home to fishing vessels and sailing boats.

Ample parking is available nearby for production crews.

Rural roads

Many of our local roads are narrow and lightly trafficked.

Some have adjoining dry stonewalls and panoramic coastal or rural backdrops.

Filming and photographing on any public road (including footpath areas) also requires:

• an Application for Road and Footpath Occupation(PDF, 216KB)
• a Traffic Control Plan prepared by an accredited person
• evidence of Public Liability Insurance (minimum $20 million).
